Don Pedro de Ronquillo was the Spanish ambassasor in Venice and later in England. In theat capacity he seems to have the successor of Don Bernardo de Salinas, but at the time of writing this epistle, Ronquillo was negotiating the peace in Nimwegen. There is no apparent differende between the cipher of Salinas and that of Ronquillo, but this doesn&lsquot;t mean that it is the same. If it is, it can mean two things: (1) that they are using the Grand Chiffre of State, at the disposal of all ambassadors for communications between one ambassy and all others, or (2) that the Spanish embassy in London has a cipher of its own to communicate with Fuenmayor.
