The presence of a number of letters from various Spanish diplomats in north western Europe to Balthasar de Fuenmayor,Spanish ambassador in Denmark and later in the Dutch Republic, all written between 1674 and 1679, is worth an explanation. IFrom the days of Archduke and Archduchess Albert and Isabella, Brussels was the center of Spanish foreign policy in north western Europe and probably this remained to be case during much of the 17th century, but this does not explain everything. In this particular case we are deaking with a 4-page encrypted letter with a barely readable solution written in the margin. A known-plaintext attack could offer solace, provided that the cleartext can be read.
