Toulon wrote this encrypted letter in his capacity as civil servantt of the Ministry of Foreign Affairs of the Batavian Commonwealth, in charge of the use of codes and ciphers. It is totally out of character that he should write in his own name to the Batavian ambassor in Russia, not on behalf of his master, the Minister of Foreign Affairs. The lshort letter is unsolved, but can only pertian to matters of enctyption.
