Gijsbert Karel Van Dedem was the Dutch ambassador at the court of the sultan of Turkey.The letter in cleartext is in Dutch, the annex is encrypted, and solved on a separate sheet of paper. The use of 4-digit codegroups in a nomenclator of the States-Genral is remarkable. Thers is an unsolved letter by van Dedem from 1809, also with 4 digit codegroups. Was the same codebook used?
