This unsolved message probably originates from the years 1795-1798, when the royal family was exiled and my country was occupied by the French, at a time when the remains of the Dutch army tried to reorganize itself in close collarobation with the British and the Hanoverians. The cipher concists of a one or more of simple substitution alphabets, each indicated by a graphic sign, each two-digit codegroup consisting of vertically ordered groups.
